Eh, I think there's a fairly well-established convention that deleted scenes don't "count" for a show's larger continuity; "transmitted" isn't really the key word there. Heck, if they had put an extended version of the episode on the DVD that included the scene, then I'd be inclined to count it as part of Doctor Who continuity. But whatever Davies's subsequent thoughts, the creative team as a whole ultimately didn't intend the scene to be part of the finished episode. I'd say it's closer to something cut out of the script during the drafting process than it is the DVD minisodes.
